La misura ha l’obiettivo di promuovere la creazione e lo sviluppo di nuove attività imprenditoriali nel settore della pesca, a opera di giovani pescatori, mediante il sostegno economico per le indagini di mercato preliminari, l’acquisto del peschereccio e l’avviamento dell’impresa. In linea con gli orientamenti del PO FEAMP e della politica comune della pesca.
Risorse finanziarie disponibili
La dotazione finanziaria stanziata per la presente misura è di complessivi 411.091,05 euro.
. Intensità dell’aiuto
Ai sensi di quanto previsto dall’art. 31 del Reg. (UE) n. 508/2014, il sostegno previsto dalla presente Misura è del 25% dei costi d’investimento connessi all’acquisizione del primo peschereccio oltre a indagini/analisi preliminari al suo acquisto e all’avviamento di nuove imprese. Il sostegno non può, in ogni caso, essere superiore a 75.000 euro per “giovane pescatore”. L’Amministrazione si riserva di valutare, nel corso.
Soggetti ammissibili al finanziamento
In base ai criteri di ammissibilità previste dalle Disposizioni attuative di Misura del PO FEAMP 2014-2020 riguardanti l’art. 31 del Reg. (UE) n. 508/2014 il sostegno di cui al presente Bando è concesso a: – Pescatore persona fisica; – Persona fisica.
Criteri relativi all’operazione
I criteri di ammissibilità relativi all’operazione stabiliscono che:
– l’acquisto dell’imbarcazione è ammissibile a finanziamento solo dopo la presentazione della domanda di sostegno, nel rispetto della normativa vigente e fatte salve eventuali successive indicazioni dell’Autorità di Gestione;
– l’imbarcazione abbia una lunghezza fuori tutto inferiore a 24 metri; – l’imbarcazione sia attrezzata per la pesca in mare; UNIONE EUROPEA REPUBBLICA ITALIANA REGIONE SICILIANA Dipartimento della pesca mediterranea;
– l’imbarcazione abbia un’età compresa tra i 5 e i 30 anni calcolati secondo quanto previsto dall’art. 6 del Reg. (CEE) n. 2930/1986;
– l’imbarcazione da pesca appartenga a un segmento di flotta per il quale la relazione sulla capacità di cui all’articolo 22, par. 2, del Reg. (UE) n. 1380/2013 ha dimostrato un equilibrio rispetto alle possibilità di pesca di cui dispone tale segmento; – l’imbarcazione da pesca è iscritta nel Registro comunitario nonché in uno dei Compartimenti marittimi italiani;
– l’operazione concorre al raggiungimento degli obiettivi di cui al PO FEAMP.
Interventi ammissibili
La Misura finanzia investimenti volti esclusivamente alla prima acquisizione di un peschereccio usato che abbia i seguenti requisiti:
– lunghezza fuori tutto inferiore a 24 metri;
– attrezzato per la pesca in mare;
– di età compresa tra 5 e 30 anni;
– che appartiene a un segmento di flotta per il quale la relazione sulla capacità di cui all’articolo 22, paragrafo 2, del Reg. (UE) 1380/2013 ha dimostrato un equilibrio rispetto alle possibilità di pesca di cui dispone tale segmento.
Il beneficiario di tale Misura è il “giovane pescatore”, ossia la persona fisica che cerca di acquisire per la prima volta un peschereccio e che, al momento della presentazione della domanda, ha un’età inferiore a 40 anni e ha esercitato l’attività di pescatore per almeno cinque anni o possiede una formazione professionale equivalente, secondo quanto previsto nei criteri di ammissibilità.
Categorie di spese ammissibili
Le principali categorie di spese ammissibili riguardano:
– costi di investimento chiaramente connessi all’attività di progetto, ossia l’acquisizione del primo peschereccio da parte di un “giovane pescatore”;
– indagini/analisi preliminari all’acquisto del peschereccio;
– costi connessi all’avviamento di nuove imprese.
